Zuleika is an experienced policy analyst, evaluator and consultant who has broad experience across a range of sectors including law, academia, government, community services and international organisations. She has held senior roles managing policy and research in organisations including Brotherhood of St Laurence and the Ethnic Communities’ Council of Victoria. Prior to joining Lirata, Zuleika held the role of Manager of Research and Impact at VicHealth.
Zuleika has strong expertise in policy analysis, applied research and qualitative methods. She has worked on numerous evaluation projects, including work focused on intersectionality and financial inclusion during the COVID-19 lockdown for Women’s Information and Referral Exchange, and multiple pieces of evaluation work with the Brotherhood of St Laurence. Zuleika’s work with Lirata spans evaluation, impact measurement, qualitative research, and organisational development.
Zuleika has extensive experience as an independent consultant, having undertaken consultancies for World Vision International, Secretary of Education of the City of Sao Paulo, Good Shepherd Microfinance, Overseas Development Institute and Ford Foundation. She has authored a range of articles, reports and books. She previously lectured in International Relations at the Australian National University, and prior to migrating to Australia she worked as a corporate lawyer in Brazil.
