About this project

Council to Homeless Persons (CHP) is Victoria's peak body working to end homelessness through leadership in policy, advocacy, capacity building and consumer participation.

As a sector leader, CHP has a keen interest in ensuring that its work is strategic, effective and relevant to the needs of its members organisations, and to people who are or have been without a home. In order to strengthen its impact, CHP is building its internal capacity to monitor and evaluate its service delivery and advocacy.

Building M&E capacity

Since 2019 Lirata has partnered with CHP on this capacity building journey. Lirata assisted CHP to develop an organisation-wide Theory of Change and four program-specific Theories of Change, along with a Monitoring & Evaluation Framework. These frameworks assist CHP to articulate its intended outcomes and impacts, and to measure its progress towards these goals. The frameworks were developed through a participatory process which helped strengthen M&E skills and knowledge of participants.

Lirata has subsequently supported CHP with revision and development of surveys and other data collection tools aligned with the M&E Framework, development of a purpose-built data collation and reporting tool, and preparation of guiding documentation. Lirata is providing mentoring support to CHP's staff as they implement the new monitoring and evaluation approach.

This work will assist CHP to measure and improve its activities, and to more clearly demonstrate the value and impact of its work.
